Costs are pro-rated actually, I think calculated daily and then estimated for when the ticker comes.
I know there are two or three cmdrs who use my carrier as their base, although one of them got his own carrier 2-3 weeks ago.
Same with Outfitting, which allows other cmdrs to store all their modules on your carrier.
Although I do carry some cargo racks, mining-related stuff. passenger cabins and limpet controllers for sale on my carrier. That means I don't have to store those modules on my account, wasting module space, and instead can buy them when I need them.
Mine is 25m a week with all services but Black Market installed.
Shipyard and Outfitting are 11.5m between them.

They can, yes. But if you don't have a shipyard they can't call another ship to your carrier and swap over, which is a pain.
If you're only using your carrier solo and don't wing up etc, the shipyard is no use unless you're feeling kind to random players and have money to burn.
For a while I even carried Adders and Haulers for sale (one of the smaller packs) because then a commander could dock their Corvette, buy a small ship and dock at a small nearby outpost station to get missions etc.
Adders are very useful ships for their tiny price point tbh, I love mine. Good to scout forward ahead of the Carrier so you can jump it to a specific planet/moon via Nav menu.
