I found I got that error if it's something I have sampled previously I thought they fixed that
You need to find a planet with biological readings in the FSS. From that, probe the planet and you will be given a heat map of where these biological sites can be found.
If you have more than one biological sign, you will have options to filter between two or more signals, altering the heat map for each reading. Sometimes these can be all over a planet, and I've found the best place to look is generally where there terrain is mostly flat.
I tend to remain in orbital flight (I use orbit lines, so between the outer blue ring and above the orange ring that will take you into glide) and look for a blue heat covered area that generally looks flat. Once I'm happy I'll head down and travel across the surface at around 200 metres (any biological signs should appear at this distance) and continue until I decide my luck is out. If this happens, I'll head back into orbital flight, pick another area and rinse repeat.
I've literally just found a planet with 4 biological signs and I found them all pretty easily. I think a lot of this is practise and knowing what to look for, though I think what I have posted here should definitely improve your situation.
