manufacturing instructions?
From what I can tell they are mostly gained from scanning and finding impact sites... well.. i have scanned literally 50+ planets in like 10 systems (most of which were in conflict) wtf is going on? Is my client bugged? FFS

You are looking for crashed satellite. Its threat 1 distress signal.
As far as I understand it can be found on planets with population with thin atmosphere.

Gotten most of mine from mission rewards. There's the occasional mission that gives 5 at a time.

Easiest is to look for a landable planet that has an atmosphere (solid halo around it with the horizon icon as well). They are more common there. i usually just search about five planets before I find one.

I have found maybe one or two randomly. It is much more likely to get a mission that offers them as reward - or as mission target, in which case you can get them and abort the mission to steal them. If you are ok with stealing them that is.

The best way to get about 40-70 per hour is to find a mission saying "crash site" that sends you to "impact site" on the planet. It spawns either a small satellite (looking like a voyager) or the one the you really want, a big bulky one. Don't take anything from it, only download desired data from dataport. Then just relog and check dataport again.
From the big satellite you can get even up to 3~4 MI at once.

I got quite a few as mission rewards. When I take missions, I switch a rewards view filter to show materials. Then I pick up ones that I would like to have, like instructions, schematics, or regulators...

I've collected about 12 in a day (6 hours play) simply by doing Power reactivation missions on sites that have a Laboratory. Go into the lab, use the data port, and you should find at least 1 manufacturing instruction out of 2 bases (sometimes more than 1)

Overall I've found enough to level up a suit from lvl 1 - 3, and one gun to lvl 2.

You mean satellite or MI? Even with smaller ones I could get about 20 per hour.
Mostly I've been in systems with high tech economy if it does anything.
In one anarachy system I got over 100 from one site in less than 3 hours.

That's a little strange, I found an impact site (and it was the right one, too... with the crashed Nav Beacon and not the satellite dish) on my first try. You have to do a Deatailed Surface Scan with the DSS module to make surface POI's show-up (not a standard ship scan).
