Now, if I need cash, I just go mine dimonds in my Cutter and sell them to fleet carriers, about 120-130 mil per run.

One of the things which might be obvious from reading the replies above is that there is a significant amount of grinding, no matter which strategy you use to build up credits for that first Billion. But, not everyone enjoys that kind of "rinse and repeat" back and forth.
So, here's a tip I can offer you: some Systems are "auto-configured" to pay out more to players with a broader range of Mission types, and those systems are fairly easy to identify using the Galaxy Map. Look for systems which have the following criteria.
(1) Mixed economy. If you display systems by Economy type, look for ones which are Agricultural as well as Industrial, in that order. The Galaxy Map should have the system colored light green, and then the pop-up information will list Industrial.
(2) High Population. Systems that have hundreds of millions or billions in population will be much more lucrative.
(3) NPC Factions. It is much easier to grind Federation or Imperial rank by preferring systems which have a large number of Factions allied with them, and choosing "Reputation" as a mission reward works for *all* missions, not only the Courier missions. The best Reputation rewards, though, occur when the mission goes to another NPC Faction that is also allied with the same superpower. Plus, Mission Rewards improve drastically as you become fully Allied with any NPC Faction.
(4) A Good Nav Beacon. Not all systems are spawned the same, and some systems have Nav Beacons that are very very close to the arrival star. In those cases, when you drop from supercruise to normal space, your ship will be running much hotter and will be much easier to detect at long range. Of course, the opposite is also true, and you'll have an easier time detecting other ships as well. And, perhaps most important, invest in a Kill Warrant Scanner (grade D or C will be adequate), so that you'll be earning more bounty vouchers from all the nearby NPC Factions.
(5) Multiple Star Ports. The best systems for grinding credits tend to have 2-5 large starports plus some number of orbital platforms; even better, the system has more than one star and therefore is spawning missions that do not require a hyperspace jump, but rather a Supercruise trip.
If you're still close to the Pilot's Federation starting area, I would highly recommend you check out IMAN CABER, which meets all of the above criteria and has strong economic ties to many of the nearby systems. Other nearby systems which can be visited to increase the earnings from Iman Caber include SEGAIS, NANABOZHO, and EHECATL. Making hundreds of millions from the Mission Boards in Iman Caber is easy.
Many of the Mining Rush missions will be looking for commodities which can be purchased, provided you have the credits. Water is available in the "Agricultural" stations; Cobalt is available at Farkas Dock in AY INDI; Palladium can be purchased in bulk in GLIESE 868, although that won't be a Mining mission.
Mining Missions have a 7 day time limit; most of the rest of the high value missions have only a 24 hour time limit.
