Landing pads still operate, even when a base is powered down. Ships may need to land on it or to fly away. You blocking it cause problems. They didn't call you to cause problems - they called you to restore power.
If you put your truck in such a way that it blocks the passage - it will be towed. Your AC fixing work doesn't give you a permission to leave your car at the middle of a road.
What ship are you flying and was your docking request denied? Some settlements have one small landing pad only, hence if you fly a Python there, docking request will be denied.
Have you requested docking permission, and been given clearance to land? No? Then you don't have permission to be there.
Lol, you would assume there's an auto computer that grants docking requests except there's no power

Maybe the docking computer can operate on emergency power systems that are separate from the main reactor?
I have wondered the same thing.
Think of requesting docking like making a phone call today to a business, you very rarely get a person on the phone it's always automated, press 1 to blah press 2 to blah etc... they all might be dead at that firm but your call will be answered by a machine.
Even if there is no power to the site or everyone is dead Dave, yes everyone is dead the answer phone might run on some AA Batteries and be good enough to see if anyone is on assigned the landing pad or not.
