I've found the solution to be run it on Nvidia's Geforce Now game streaming service - no problems then except internet speed!
Its much later then, I realise the latest drivers is the cause of the issue, I had DDU cleanup the driver off my computer and then rollback to the version window 10 support recommends instead.
And the game runs perfect for hours with minor shutter on the exterior of settlements particularly while the enemies reinforcement arrives.
I am running a GTX 980m, while 16gb ram, here by the way.

Even with a decent PC, it's a mess inside station.
I have a few leads to get a rtx 2000 series but I rather not go any higher as the 3000 series is just a rip off at these prices
Devs should make it a policy to test their games/patches/DLC's on potatoes before releasing. Just because they're developing on quadruple liquid nitro cooled 3060 RRRRRTX, doesn't mean we have them.
