then it will always open in vr if oculus runtime is running
so youll have to end ovr servvice in task manager to go back to 2d
then make sure Oculus' OVR services are running, before starting the launcher manually and launching the game, which usually has OVR noticing that you started a VR game and turning on the headset.
Sometimes you may need to select the HMD in settings, if you played in desktop mode previously.
I'm not sure if this works with the new Steam version from after april 2019, but it used to work on the old version.
Another thing that may be interfering, is the auto-launch of SteamVR Home. Try closing that down.
(Yes, this is a wave-a-dead-chicken-raindance thing, but any other method was less reliable on my system, especially with 2 VR sets connected)

You can just go into the graphics settings screen and choose one of the HMD options in the 3D setting.

Every time we launch the game, the game also launches SteamVR (despite this computer not using a steam version of the game). Even though I've unplugged all the VR hardware, and set the graphics options in game to not use HMD. I've even quit Steam, and closed all the Oculus processes in task manager... Still launches SteamVR...
Easy fix if you google it, go into steam vr developer options, and untick the "Start Steam VR when an application starts" bit...
Except that bit doesn't seem to exist... It's not in regular Steam or SteamVR settings either...
Other suggested fixes like using shortcuts with /novr don't work either...
