Keep in mind that +++ are high security installations. If you do something illegal there, you might get yourself easily killed.
Don't worry so much about getting bounties, it's very small amounts and you can clear them at the station once you get back into Orbital Supercruise - easier to pay them off before you leave system, otherwise seek out a system with an Interstellar Legal contact.
Bud-aaanyway.. I approach from what looks like the 'back' of the installation. I put all my pips into the Engine (lower right of dashboard, blast over the wall into the middle and I drive up the ramp to the large tower, which you will target (right click on my settings) then hold down right mouse button until the data finishes downloading. It's called something like Data control relay or something like that. (the tower rises up as you approach). If necessary, don't hesitate to take out the small emplacements in the middle of the facility and also shoot down the Drones. The additional fines are very minimal.
Honestly, I go in with lights off and Night vision and the buggers still detect you, there's no way of getting away with it "covertly".. pffft.
Get into the habit of looking right to your internal display and going to Inventory, whilst in that, scroll [pweaze don't sue me, Bethesda] down the left sub-tab of Synthesis, and then doing a quick basic repair. The smoother/faster you can perform this function, the better your survival rate.

As Dolphin Bottlenose says, if you can find an ascending gradient to approach from, do this at high speed then blast your jets, with engines to full pips, so you can ascend the walls. Then once inside, pop pips over to a balanced setting, perhaps focused on weapons more than the rest, once bars are full, and start looking for ramps up to the higher level, then look for chunky tower.
If you are struggling with acquiring targets, simply go over to left panel in cockpit > Go to Contacts main tab, then select the 'data control terminal', or words to that effect, and target it. Target then gets highlighted in the 3D worldspace and the tiny blip compass (left side of your dashboard).
