Alioth Permit
I am still a little bit new to the game and I am working on unlocking my engineers. One of them seems to be locked behind a permit in the "Alioth" system. Since the "78 Ursae Majoris" system close by has a "Alioth Independents" station (same controlling faction as the system I am trying to get in), I thought I could unlock the permit by doing a few trade runs to this place, but yesterday I reached the "Allied" reputation and I still haven't unlocked the permit. According to the wiki, "Allied" is the highest reputation rank.

What did I miss ?

Restart the game...goto 78 Ursae Majoris / Rominger Dock

If you raised your reputation recently try to relogin.

As I said, I reached the "Allied" repuration yesterday. Restarting the game was my first thought but it didn't work. Waiting 10h and doing it again didn't work either.

The permit missions are random, just like any other mission. Sometimes they turn up, sometimes they just don't. One thing that does seem to help is continually doing missions for the permit-issuing faction (in this case, that would indeed be Alioth Independents). Permit missions are often given as "follow-on" missions as a reward for successfully completing a mission while Allied to them.

I just had no idea the permit would come in the form of a mission, I already had one permit for another system and I have no recollection of accepting a special mission for it.
I guess I wouldn't have had to ask if I used missions to increase my reputation level since I would have seen it, but because I mined the 50 units required to unlock the engineer before realising I needed a permit to make the donation and because the game doesn't allow to switch to ships that don't have the cargo capacity to hold the current inventory, I was kind of "stuck" with my mining ship so I thought I would just go back to mine more more stuff to increase my reputation via trading.
Anyway, next time I'll know where to look, thanks.

The permits that are tied to Federation or Empire ranks are awarded to you automatically once you attain the unlocking rank - you don't need to do permit missions for those. For every other permit, you need to find the permit-issuing faction, become Allied with them, then accept the Permit Acquisition mission.
