What is special about Sirius system?

Like Sol, it's essentially special because of its relevance to Earth-era astronomy. Sirius is a large class A star which is the second brightest star from the perspective of Earth (next to Sol, of course). The system is home to a second-tier engineer (Marco Qwent) who specializes in power plants and distributers.

No, Lembava is. Can't have PP faction headquarters in permit locked systems.

its mostly lore-related however there is an engineer in the Sirius system and accessing him involves getting allied with Sirius and getting access to the system.

When allied with Sirus you get decent missions there, not the greatest.
