I'd say Horizons is worth buying if it's on sale.

But yeah Horizons goes on sale often and it gets pretty cheap, you should definitely get it.
Only thing that requires Horizons is the Gaurdian tech broker, fighters, planets and engineers. Fairly certain Jameson Memorial sells AX Weaponry to non-horizons.
Jameson Memorial is the orbital station in Shinrartra Dezhra. You'll need one of the 4 in game ranks to be Elite for accsess (CQC is the fourth, have fun trying to get CQC to Elite, no one plays it).
