now I click in steam "elite dangerous" and in the launcher "elite dangerous horizon"
Once a week they go offline on Thursday morning for about half an hour for weekly maintenance. Besides that, they usually only go offline if there's an update (some updates are purely server side).

You can also try deleting appconfig/local.xml in game library, and verify files.
Quite a few people have had to "log out machine" top right of launcher.
There is an advanced troubleshooting that involves flushing the DNS cache AOT;

EDIT: Maybe I should start a new thread?
The launcher did not have the 'Options' to log off in any way. After the reboot I found this thread. I now see the game icon on my desktop so I started it. The 'log out machine' option is now there so I selected that. Then going to the 'Library' where ED is running I was then able to use the 'STOP' button. Okay, figured that part out, now, linking to Frontier . . . but the servers may still be nerfed.
