Now... what you can't have is a fighter hanger. Ship's too small. But you can certainly invite someone to sit in that seat and control any turreted weapons you install.
But if you didn't install any weapons that support multi-crew... well, that's kinda on you.
The crew lounge is used to hire NPC pilots to fly ship-launched fighters. The Cobra mk3 can not equip a fighter bay, so NPC pilots are of no use to it.
Multicrew is the feature allowing other players to beam their holome on board your ship and either take on the turret gunner or fighter pilot role. Although the Mk3 doesn't have a fighter bay and there isn't much point in mounting turrets on it, as there is a second seat another player can still join. It is of limited use atm of course.
