Where to get modular terminals????
Can't find any to save my life and i need 25 to unlock an engineer

You can't buy them, you have to get them as mission rewards.

Can't you exchange other data for them at an encoded material trader?
EDIT: Forget I said this. Thought it was encoded. It isn't.

No, it's not even a material,it's a commodity. But that's an understandable mistake, those commoditties are a remnant of a bygone era when commoditties were used in engineering blueprints.

Check the passenger missions board - they often offer Modular Terminals as a reward.

Modular Terminals are COMMODITIES, not MATERIALS! Desperately seeking missions with materials for two days before understand that :)

In addition to what has already been said, some people carry these in their fleet carriers and trade them. You may want to check the fleet carriers near the engineer that asks for these.
