How do you find out if a station sells ships at a discount?

The general rule of thumb is that if it's in Li Yong-Rui's space (galaxy map, 4th tab, powerplay, Li Yong-Rui, and check expansion or whichever makes his space white), it'll have 15% discount on every ship and module in stock. There are some different systems out there that have other discounts though, like Alioth having 20% discount on Asps, and the famous Shinrarta Dezhra discounts. For those there aren't really any other way than to check online sources, like eddb.io or inara.cz as far as I'm aware.

Don't forget if you are ranked Elite in any category, you also get another 2.5% off that stacks with other discounts.

And also Sirius Corp (Li-Yong Rui is CEO) mostly hangs around Federal-Independent space. So if you're an Imperial or otherwise an independent far from Federal space, it'll take a few jumps.

Sorry I assume too much, no offence intended. Google it and sign on. You'll find it very useful for many things including nearest shipyards with discounts. Just enter your present location then click on the shipyard tab & search for nearest discount shipyard. You can also keep a reasonably thorough record of your accounts if you wish. I hope this helps. You could go to Shinrarta Dezhra system. All ships and modules are available to purchase, with a 10% discount at the Jameson Memorial. The system is permit locked and can be obtained by achieving an Elite rank in Combat, Trade, Exploration or CQC. Or like other people said, you could go to any systems controlled by Li Yong-Rui for that 15% discount but you will have to do a lot of back and forth for modules and ships that aren't available at some stations.
