how do i transfer my xbox account to pc?

i used tro play this on xbox and im wondering if i can sync my xbox account to my pc

Basically, you can't. You need to buy a new game, create a new account, and the support can transfer only your credits value to it. All your achievements will be gone.

so with this 'new' account i can just add my credits to it?
where can i do this?

No problems about the questions! To add your credits and ships' values, you have to write to the Frontier support and ask them to transfer your account to the new one. The procedure is written in that FAQ. Also, they will do it only once. And your older account will be gone.

As gaining credits is pretty easy these days, and you will have to buy a new account, anyways, maybe it's better to leave your older Xbox account intact, and just start the new one from the beginning?..
