You want to modify your FCs configuration? You can't do it here, you should go to that star system to do it. Oh, and you can't go to that star system, cause it's full. Have fun!
The fact that people will buy these and take breaks from the game will cause this issue to be worse in the live build.
Adding a limitation to the game only has a "fun" value, if overcoming this limitation feels rewarding. Like putting a ship behind a rank lock. When you overcome the lock you have your reward - a new ship.
But locking the ability to use your own Fleet Carrier only to some star systems doesn't give that feeling of a reward, when you overcome it. You only unlock something that you was entitled to by buying the FC to begin with. It doesn't feel like an achievement. It only feels like finally ending the frustration, caused by that lock.
