That said there are certain materials which can only be aquired through scanning ships, wakes or bases. Others can only be gathered on planets or while mining or in USS. Some yet not all can be a reward for doing missions.
Everything else is materials trader business.
Try getting the highest grade materials. You can trade in loads of lower calss materials for them.

-Only Manufactured materials and Data materials are offered as mission rewards. Raw materials are not.
-While such missions can be found everywhere, they're way more usual with factions in Boom states.
-The quality of the materials will depend on your reputation requirements of the mission. G5 materials will show up as reward in missions with rep requirements friendly and above. So the best way to find such missions is to stick around a boom state for a while.

- Equip cargo bays and collector limpet controllers and go to non hazardous RES sites. Let the local authorities do most of the work killing bad guys but make sure you get a couple of hits in. When they die they create a shower of materials. Use your collector limpets to scoop it all up.
- Equip cargo bays and collector limpet controllers and join powerplay. Do undermining in the appropriate systems and collect the materials from the ships you destroy. This will give you tons of materials. Easy kills and easy materials. Python is best suited for this task.
For rare materials and others you will have to find them in missions, etc. But most materials can be found in multiple places and/or you can use a material trader to trade materials for other materials you need.
