I myself am working up through the federation rankings via missions between Ceos and Sothis averaging around an 8% increase every round trip
Once you reach 100% in your respective rank (List of Empire ranks: http://elite-dangerous.wikia.com/wiki/Empire/Ranks ) you should start seeing missions with 'Navy' in the title and then in the mission description a line with 'Progression: <next rank>'.
If you see multiple missions of this type you only need to successfully complete one of them to be promoted.
Do not worry if you do not see 'Navy' missions as if you continue doing missions that are aligned to the Empire, these will stll count as progression in the next rank, i.e. when you get promoted you maybe already well on your way to the subsequent/following rank.
If any problems info from the Frontier support note: I cannot find any rank-up missions, where are they?
Rank-up missions are generally available the moment you are eligible, however if you cannot locate any please look through the list below to ensure you're both looking in the right locations and that you're fully eligible:
1. Your current reputation with the Empire or Federation must be positive (depending on who you want to rank up with)
2. Ensure that you're checking stations/starports that are aligned with the faction you're intending to rank up with
3. Your reputation with the minor factions at those stations must be positive (a minor faction that don't really like you won't give you the opportunity to rank up on behalf of the Federation/Empire)
4. Complete any outstanding permit, rank-up, or Engineer invitation missions that you are currently working on or have available. Stations will not offer permit/rank missions to Commanders that have already undertaken or been offered such a mission.
If you find that you've passed all of the above points and yet no stations you can locate nearby will offer you a rank-up mission please feel free to get in touch via the ticket system
So my understanding from this note if you want to rank up with Empire:
At least cordial with the Empire (generally the case if you have been doing missions for them).
The station needs to aligned with the Empire - if I understand this correctly, on System Map click on the station and check 'Allegiance' is the Empire.
Then you need to be at least cordial with the minor faction (aligned with the Empire) at these stations.
If i look at the INFLUENCE with minor faction (next page on standing info right panel) i see that i am at 61% with swedish viking, does that mean i need to be 100% to with them ?
2 option :
1:I can't spot the ranking mission cause i m too stupid to see it, even if i checked everwhere i could
2: Swedish viking doesnt give ranking mission and so is a bug
You are wasting you time submitting a ticket for a thing that is not bugged.
Just go to an Empire controlled station and look around for a bit , Session hopping will help.

More than that with all the other people helping you more than that is your own fualt.
probably my fault you are maybe right, but i was able to do all other stuff in game excepted finding this ranking mission
1) Much like regular missions, they aren't always visible - so, as 'Brother Talos' mentioned, if you're at a station where you saw it previously (but didn't have enough Minor Faction reputation at the time), don't be afraid to check the mission boards in Open / Solo / Private Group. Even if they don't show up there, it's easy enough to take a 10-minute break and come back, then check those three for the rank missions again.
2) Even if a Navy mission isn't available, you can still earn progress towards the next level. On the last Navy mission I did, I had already done enough other jobs to put me at 43% towards the next rank even after ranking up. If I had done even more jobs (enough to get me to +100% more), I could possibly have done 2 Navy missions consecutively. :-)
3) Empire / Federation / Alliance are major factions. Groups like Swedish Vikings ( https://eddb.io/faction/47791 ) are minor factions. Their allegiance is with the Empire, but they are not the Empire themselves. Reaching 'Allied' status with Swedish Empire is good, but won't automatically make you allied with the Empire.
(I assume you already know this, but I'm adding it in case other players might not.)
It'll come up eventually. So if you don't need to reach the next rank immediately, just keep doing your thing for now. :-)
(The first bonus from Empire rank comes at Rank3, allowing you to buy an Imperial Courier. The next is at Rank4, which unlocks the Achenar system permit.)
And if it is, do the missions also have to be specifically from the controlling faction (so if the controlling faction is federation, other federation-alligned factions in the system will not offer promotion even if they do offer navy missions)?
I've completed multiple "navy" missions for federation factions in my current home system while at 100% rank with the federation, and none of them offered promotion, but the controlling faction is alliance, so maybe that's why?
