Multi Crew with NPCs
Can an NPC take on the gunner role? My Anaconda has a couple of turreted beams and a couple of missile launchers. From the ED Wiki:

"...the gunner has access to advanced sensor systems, allowing them three hundred and sixty degree tracking arcs. This lets them activate advanced scanners (such as the kill warrant scanner) and missile launchers in any direction."

If I'm playing solo can I get an NPC crewman and let him deal with more maneuverable ships that always want to hang out behind the Anaconda?

No. The advantage of a gunner and a second SLF is supposed to be counteracted by the fact that you need another human player actively engaged in the role.

It would make an already not very useful chaff to be completely useless, too.

Why you would need an npc gunner since turrets have auto mode ? because gunners are impervious to chaff thus OP mode and the extra pip mucho OP

When your crew controls your turrets, the chaff effect of attacked ships is ignored. It's an advantage of the multicrew's manual targeting of turrets.
