Report a translation problem
When you drop into a ring, do one of two things. There will likely be an NPC pirate that'll drop in to scan you so make sure your cargo racks are empty (limpets are fine, pirates don't count them as booty to steal).
You can either allow the pirate to scan you prior to you starting to mine, after seeing you have nothing to steal wait for him to wake away from the ring, or boost away from the radar contact.
Once you have no ship contacts on your radar, it is highly unlikely that any other ships will appear and you can mine without being interupted.
You'd turn a tidy profit in bounties, but I reckon your main aim of mining praseodymium would likely take a back seat.
