Missing Sol Permit

I got promoted to the rank of petty officer today, and got a message saying I now have a Sol Permit. The issue is when I decide to jump to Sol, it says I don't have the permit. I check my permits section and its empty.

Can someone give me more insight into this on why that happens, and how to get the permit? My federation relations havent suffered I think, and I'm a neutral pilot.
