Report a translation problem
For me, the FSS is activated by a different key than what I have my fire groups assigned too (since my fire groups change a lot based on what mode I'm in and what ship). Might want to look at your control bindings and see what the Full Spectrum Scanner activation key is set as (which button or combo on the controller). If its not set at all, set it to something.
And yes, you need to basically be going '0%' in supercruise to enable it (which it alerts you on-screen if you are not going slow enough).

Also, if I press and hold buttons (X, A, B, Y) , it pops up an image that shows all the button combinations and their functions.
With my gamepad (Xbox) on a PC I get into supercruise by pressing the Y button by itself as long as I am not mass locked and don't have a target selected. If I do have a target selected, it must not be obscured by a planet or a star (in other words the target must be unobstructed - line of sight).
You will be prompted the reason supercruise won't start if there is a problem. You correct the problem and hit the Y button again.
Please, do those training missions - they will explain the basics of flying and the supercruise.
The control bindings have an "Exit FSS" control...but not an "Enter FSS" control.

I had to make a copy of my new control setup after I had remapped them. I then renamed that file to be the backup and erased the previous control setups in the folder. That forced the game to recognize and load my new setup and I have had no problem since. This may work for you, it's a convoluted and painful process, but it worked for me. And if you're going to attempt it be sure to make a copy of your original controls folder so you past it back if this fails!
I mean, I've used it, now that I know how to actually access the bleeping censored thing.
But it doesn't seem to be accomplishing anything I'm not already doing. Well, with the exception of mapping a planet with those little probe-y things.
The only benefit I can see is effectively scanning a planet without traveling close enough to it for your automatic scanner to activate.
