Thats an 3rd party program. If you mean controlling the ship with voice commands its Voice Attack or some other comparable 3rd party program.
Those voice packs you buy in game are just LIVERY options to change the ship AI voice to another. Otherwise it works the same as any other basic voice in the ship.
To control a ship with voice commands you need to buy Voice attack, and also buy a sound package someone has made for it.
Are you telling me I need to use third party software to do anything useful with the voice I just bought in-game? Where was this stated?
No, you can enable the bought voice from LIVERY options in stations for every ship.
But theyre just ingame Voice Assistant changers. Those videos youve looked in the internet, where someone commands a ship using microphone, are done with Voice Attack, a 3rd party program. its not affiliated with Elite Dangerous.

COVAS purchases will work for both Elite Dangerous and Horizons players.

I see. But the voices seemed to react to every command. Are they somehow integrated together, I mean did they make the voice pack to respond to all of these commands but not include the software for giving the commands.

Ingame COVAS voices are just replacement voices for the ingame ship voices.
to use voice commands, those are done using 3rd party programs. Not anywhere ingame they tell you that Voice commanding ship is included in base game.

No, COVAS voices are replacements for the ingame voices, like it reads in their specifications.
Theyre not used with Voice Attack. Voice attack and Voice packs for that program are completely different 3rd party products.
