Proto Radiolic Alloys
I have had not luck with this alloy. Using the filter(s) Boom / Independent I made about 40 searches. I found only 1 High Tech Emission. I have not seen a single one of this alloy in any mission reward - anywhere. I tried the filter(s) War / Independent. None was found. I need only a few more to finish the engineering upgrade for sensors. Who do I have to be nice to for this - this whatever! I have access to the Sol System. That is where I will look next.

Collect items (proto alloys, protol light alloys etc) and go to Material Trader (manufacturer) to make those Proto Radiolic Alloys yourself.

Check eddb for nearest material trader ;-)

the high tech have higher chance to appear in "more populated" systems. also they have a timer (40mins I think) and I noticed them appear randomly within 2 hour-3hour periods. but once you find one you can farm it by reseting

Proto Radiolic Alloys seem to be bugged at the moment - I also cannot find them in any of the usual places.
And ♥♥♥♥ the material traders!

You are right about material traders. Mostly ineffective. Frontier should allow choices of materials on missions. Same small amounts, but something else is needed there. There is no reason why any material is totally out of reach - like Proto Radiolic Alloys.

Bugged? I found some today, in a High-Grade Emission in Boom State. It comes down to luck - some HGEs will give you some, and others will not.

same here ..IF you can catch SOL in boom state...it useually will spawn a buttload of HGE's
