First three are basically the same all have impact on the background simulation.Open is playing together with other players, pvp enabled.
PG is the same but you can join or create the group and choose who you will play with.
Solo is just you and noone else, still requires internet connection.
Arena is a special intense mode with a bit different mechanics, limited choice of ships, you join a match, and play until the objective is reached (CTF, deathmatch, TDM). It is unfortunately not as popular though and its hard to find matches at times.
As for monthly fee, add me ingame (IGN is the same) and I can visit you once a month to collect the fee in form of ship rebuy value.
I'm just about to get into VR too so that's going to re-light the fuses! It's a steep learning curve though - just be patient and the galaxy is yours to explore, mine, trade, bounty hunt - whatever you want. You really do need the Horizons upgrade to realize the full benefits and game-play.
Frontier do not do subscription. Apart from the Horizons upgrade, you pay once, play forever - including all the upgrades - and there's a significant one going live right now. I'm a PC player so use a HOTAS but many people use a game controller.
The game is available platforms other than the PC but I don't know much about them. I understand that you can be in the same instance regardless of platform but that's no guarantee. I have heard that at least one of the platforms requires a subscription to allow you to connect to on-line games - but that's down to the platform provider not Frontier.

OP- I would caution you though since i got Elite i havent touched X games, the style and realism are enthralling and your hold over game might very well become your only game.
Once X4 releases ill pick it up though, i enjoy operating an empire a little more than just being a pilot. Kinda wish the Corvette was more of a crew dependant ship like the old SWG gunships even if it were NPC crew so it would feel more like a corvette and less like a sidewinder on crack...I mean im a freaking Rear Admiral and i have to make my own coffe, plot my own course AND fire my own guns? Hardest working senior officer in the Federal Navy i promise you that.
