OP, goods that are prohibited in most systems are most profitable - e.g., I picked up a mission to deliver 104 battle weapons to another system (1-jump away) for over 6 mil. Mind you I'm Allied with mission giver.

Find systems in Outbreak status near a high tech system, then sell them basic medicines. Buy for ~400 at high tech, sell for ~4500 a ton at outbreak. Missions can pay higher, but this is legal and simple to do since the NPCs probably aren't going to mess with you much.
