Report a translation problem
Just need to shoot something on the surface, fly really close to it so you can target it, then you can scoop it like any normal item.
This way you can get surface materials without having to SRV them.
It's much faster to get some technetium in an SRV on planets, and exchange that instead.

I always look for my mats that way, no external sources are needed.
Nope, arsenic cannot be got from mining in rings.
If you don't like mining on planetary surfaces, though, you can pretty much kiss engineer upgrades goodbye, since many require raw materials which can only be consistently obtained on planetary surfaces.
