In other words unless you are planning on staying in the system where you have the bounty, notoriety literally does nothing.
I'm busy flipping an Anarchy to Corporate / Fed and after that I'm going to try to flip a billion pop system. If I can pull off the second system flip lots of people won't be very happy. It would create much chaos in ED.
Please forgive my ignorance here (As I am still a new player and still learning the true in's and outs of the game), but why would one want to "Flip" a system? What are the benifits and payout of doing such actions?

Welcome back. I see you did not give up like some filthy casual.
Casuals are fine if that is all the time they have. But why would you think me a casual when I have almost 2100 hours in?
Sometimes people encounter things in their games that make them quit playing. Happens all the time. That doesn't make someone a casual.
No I found a way to do what I want without bounties. Not sure how long it wll take but when / if it occurs tears will flow like a river and there won't be a damn thing anyone can do about it except play the game to fix it.
Is it expansion of my chosen faction? Is it retreat of another? Time will tell. So in a word I'm trying to mess some things up.
Yep. Ran into a few of these last night. But b/c my bounty is in another system the SAs completely ignored me and helped me defeat the NPC. Loved it.
Was there a profit as well? Because I may go screw with some place and lure unsuspecting bounty hunters to their doom...
What happens when you have it maxed out? Anything interesting?
