Simply being friendly with the Empire isn't the 1st requirement though.
https://inara.cz/galaxy-engineer/12/ says that to discover her you have to get liz ryder level 3-4 and gain outsider or higher rank with the empire. Friendly is higher than outsider. So I should be able to meet her. But i can't her station doesnt even show up.
The Friendly bit is your reputation with the empire. If you get it to 100% you can do a rank up mission for the next rank, in your case the first rank, Outsider.
You'll need to do some Empire rank up missions, until you are ranked Outsider.
The missions are generally titled "[mission type] for Imperial Navy".
You will only receive such missions from Empire aligned factions you are at least cordial with, friendly is better and allied the best to get them to spawn.
If you want to go for more ranks after that, you need to get that bar to 100% again for each rank and then do a progression mission for each rank.
Notice how there are 2 bars for each superpower, the first one being the reputatyion (Cordial, Friend; Ally etc) and hte second one being the advancement to the next grade (Outsider, Serf etc)
Often if you play many mission without noticing the special rank up ones, your rank meter will stay at 100% (right bar, on the right pannel) because you NEED to to a rank-up mission to rank up with a superpower, for each rank.
Thoses missions are available with faction in control that are aligned with the superpower you are trying to rank up.
They are distinctive from other missions by the title (including Imperial Navy for the Empire, in this case) and also they feature a chain symbol next to the title.
If the mission isn't in your range of activity (those missions can be every classic mission in term of objectives) you can try later or on another station (tho all station aligned with the superpower won"t necessarily have the said mission.
