How long does it take for stations to refresh commodities?
So... I need to get Kamitra Cigars in order to unlock Hera Tani engineer. However, I went to the only station (inara confirms its the only station and the only way to get them) that sells them. So I went there and they only have 45. So I bought them, but I need 50. I guess all I can do is sit here and wait.

They're restricted commodity. You can only carry 45 at a time. If you have 45 in your cargo hold, the station won't sell you any more. You will need to take 2 trips.

K, another problem, I saw the message saying i was invited to come to hera tani. I did the Liz ryder stuff and im friendly with the empire. But I've come to the planet and the base doesnt show up on the planetary map.

scan the local nav becon or use an advanced discovery scaner :)

Yep, I have a discovery scanner, I've gotten close, scanned the planet, its for sure the right planet, but the base just doesnt show up

Simply being friendly with the Empire isn't the 1st requirement though.

https://inara.cz/galaxy-engineer/12/ says that to discover her you have to get liz ryder level 3-4 and gain outsider or higher rank with the empire. Friendly is higher than outsider. So I should be able to meet her. But i can't her station doesnt even show up.

The Friendly bit is your reputation with the empire. If you get it to 100% you can do a rank up mission for the next rank, in your case the first rank, Outsider.

You'll need to do some Empire rank up missions, until you are ranked Outsider.

The missions are generally titled "[mission type] for Imperial Navy".

You will only receive such missions from Empire aligned factions you are at least cordial with, friendly is better and allied the best to get them to spawn.

So is friendly higher than outsider? Still confused, I currently have friendly rank, do i need to do that rank grind still.

Friendly is just your reputation. Reputation is seperate from Rank. You need to get that bar under the word Rank to 100%, then you can do an Imperial Naval Progression mission to obtain the rank of Outsider.

If you want to go for more ranks after that, you need to get that bar to 100% again for each rank and then do a progression mission for each rank.

On your right panel, first tab, you have both reputation and rank for each super power
Notice how there are 2 bars for each superpower, the first one being the reputatyion (Cordial, Friend; Ally etc) and hte second one being the advancement to the next grade (Outsider, Serf etc)
Often if you play many mission without noticing the special rank up ones, your rank meter will stay at 100% (right bar, on the right pannel) because you NEED to to a rank-up mission to rank up with a superpower, for each rank.

Thoses missions are available with faction in control that are aligned with the superpower you are trying to rank up.
They are distinctive from other missions by the title (including Imperial Navy for the Empire, in this case) and also they feature a chain symbol next to the title.
If the mission isn't in your range of activity (those missions can be every classic mission in term of objectives) you can try later or on another station (tho all station aligned with the superpower won"t necessarily have the said mission.

Ah, i see, the rank rank says 100, so i need to do one navy mission to rank up to outsider. Thanks so much guys.

sometimes if your only buying gold at one leg of a trip and they only have 35 but you sell 100 of somthing else every time you pass thru(assuming your trading between 2 or 3 stations) they will make extra gold just for you.
