All three are as light of a fit as possible, with 3A enhanced performance, dirty drives 5/drag drives, everything else in the core internals is D rated with lightweight engineering/stripped down if possible. Interestingly enough, while the ImpEagle and Viper only have a measly 3 tons for optionals, hardpoints and utility, the ImpCourier has a decent 18 tons for extras thanks to it's lighter hull. So of the three, if you were to use it for anything other then being a thruster with a cockpit bolted on, the ImpCourier has much better utility.

If you engineer them and put some optional internals in them, you will find iEagle is fastest.
And while the ImpEagle does have a slightly higher mass budget for extras (an extra 1/10th of a ton thanks to it's lower classed life support,) the Viper can go overbudget and lose a little speed before it drops to where the ImpEagle can match it underbudget.
So if you fill in the optional internal slots, utilities and HPs, iEagle will be fastest since it has lower class and less slots.
And true, you could forego the mass restriction and fill every slot on them, in which case the ImpEagle does squeak by. Although you could also fit the same stuff on the Viper as the ImpEagle, and the Viper would end up faster but just as powerful.
Here's a couple builds based on the speed ones already given, trying to fit them for combat as much as possible without slowing either one down more then the other.

Both are fit pretty much the same, lightweight multicannons on the medium hardpoints, lightweight seeker racks on the smalls. Both have lightweight chaff, an enhanced low power shield, and excess mass is used on hull/module reinforcments. The Engineering on the FDS and Power plant has also changed on them, from grades 1 to get the stripped down experimental on them, to grades 5.
Of the two, the Viper is better equipped. They both still sacrifice a lot for speed, but the Viper can take an extra 5 tons of equipment before it drops to the speed of the ImpEagle.

I do kinda want to put a speed viper build together now, although I haven't gotten Palin unlocked yet so I can't engineer the most important part entirely.
