Dunno, but they do have one thing in common: They're both ships that I only bought for the hoard. Couldn't be arsed enough to give them a fair go. Haven't touch the Chief since 3.0 dropped, and I didn't even look at the Challenger's specs before stuffing it to the gills with mothballs.
Scout is worthless, though it may get a buff soonish, I thought I saw some comments from FD that they were gonna buff it at some point in the future. (I bet it gets 4x Medium Hardpoints instead of 2xM 2xS), not sure that'll help it, it's basically supposed to be a more military spec ASP.
1. can't land on outposts despite no fighter hanger;
2. is missing an additional large HP and the 2 on nacelles are too far apart to be more efffective;
3. would be nice to have a 5th utility slot.
Tooling it as a long-range exploration ship wouldn't even alter its lore role in game, as the preferred imperial transport for low-ranking Citizens and personel, and bring it in line with a Type-7 which recently got a massive jump range boost as well. It would require a larger fuel tank though.
