The key to high-paying missions seems to be your ranking with the faction giving the mission combined with your ranking in that profession. If you weren't already aware, sight-seeing missions contribute to your exploration rank.
I've tested this in other systems similar to Gang Yun, with only one outpost in space and an economy other than tourism, and it seems to work in any similar system.
I have had very little success with passenger missions in tourism systems.
Good luck, and safe travels!

So, I went to Ceos and found plenty VIP missions to Sirius Atmospherics last night - picked up 3 which ranged from 700k to 1 mil and just increased Explorer rank by 1% :/
Btw, are Ceos and Sothis no longer controlled by Sirius Corp since other stations were built in 3.0?
If you wan't to make a lot of cash going to Sirius Atmospherics, cram in as many first and economy class cabins as you can. There doesn't seem to be any bussiness class passengers and luxury are rare. I remember making about 8 mil per run in my python.
I'm also going to explore and scan valuable bodies in nearby systems before I get bored of Sirius Atmospherics.
@Calean, are there many stackable missions in Gang Yun to visit the same tourist beacon in a nearby system?
