this search will bring up the systems/stations you can find the ship with discount, and with distance to your system. watch out for landables if you don't have Horizons

If you have "elite" in any category, Trade, Combat, or Exploration, you get a 10% discount on any ship at Jameson Memorial, and they have every item in the game at all times.

They wont let you into the system (Shinrarta Derhza?) without the elite status, you get an invite in email.
