It is correct, rarer matts are in metal-rich rings.
I still want to try out the theory of doing this in a HAZ REZ since 3.0ish got released. There must be some sort of significance (aside from BH grind) to HAZ REZs.
If you're a miner, good luck mining there imo. no cops, and if u dont have buddies, it can get real bad real fast. since my cargo rack is fully empty (except for limpets) I want to see if HAZ REZs do bring a higher percent yield for matt collection.
Of course, this is entirely ring composition dependent.
For really effective mining, an asteroid route-mapping is necessary.
And oh, there is a way to mine in hazrez.
1. Go there with only limpets in your hold.
(i normally just fill my hold completely with them as they are so cheap)
2. Let the first pirate scan you.
3. Fly ~20km away from the hazrez marker.
4. Mine, mine mine. =D
And of course, as always when in an exposed situation in E:D, have a neighbour system ready on your "target next system in route"-button so you can highwake out should the need arise.

1. Do NOT mine in Haz Rez. Haz Rez is for bounty hunting. You really can't do any mining there. All you will be doing is fighting off bad guys.
2. Pristine Metallic is pristine metallic...... Doesn't matter where you go in the ring it's the same.
3. Mining doesn't pay?!?!?! Seriously?! You are doing it wrong if you say it doesn't pay. While there are faster ways to earn, mining is safe steady dependable cash. I like to mine as a nice slow change of pace from time to time.
4. To make money mining you need a prospector limpet controller and a collector limpet controller and basically fill your hold up with limpets. Mine only the three P's. Palladium, Platinum and Painite. I promise you will make very good money. Not super fast but safely and steady.
Rocks with 20km of a RES all produce more fragments than elsewhere in a ring, so its not all the same. I generally mine in a High RES in a High Security system while staying on the edge of the 20km radius.
Also, mining in a RES and using the RES marker is the only real way to map rocks. As Planewalker pointed out, that's the real way to maximize profits.

(Keep in mind that since 3.0 all the RES have shifted. Former Haz is now High, High = Low, Low = Haz.)
I do this all the time when mining, as it has by far the best profit margin.

I take it the High/Low are used to describe the level of security instead.
They function exactly like they did before, so if you had a favorite Haz RES it will still be there and even have the exact same rocks, but it will now be High RES so less pirates but also less fragments.
Something about the 3.0 updated changed that bit of code, and according to the Frontier QA Team member it will not be possible to revert the change:

I must admit I haven't mined in sometime so what I said WAS true the last time I mined.
It is unfortunately a very 'meta' process which makes it hard for me to do it in VR, because you have to take a screenshot (or use someone else's) and use it as reference to find that exact rock again.
Basically, about a year or so ago (I dunno exactly, was taking a break) someone discovered that after one of the patches rocks were now persistent and refresh every 2 hours. (They are also unique to each CMDR, so you can even fly in a wing and each person scoop the same rock).
Look at the gallery I posted, as well as those links. To find a rock you need to know:
1. Which way is 'up' in the screenshot. Some RES (Delkar) the Sun is always 'up', others you use galactic markers like Barnard's Loop
2. How far you are from the RES site (in the screenshot)
3. Generally angle to the planet itself.
And then you just look at the size and formation of the rocks until you spot the pattern. It seems impossible, but try it its actually not that hard.
