They've accordingly been vaporized, and now it's me and half the Federal Navy just flying in circles again.
Is this how CZs work now? You literally have to just sit there doing nothing for like 20 minutes, wait for an event to play for like 10 minutes, then go back to doing nothing again?
Once you have selected your side you need to fill the progress bar for kills. You should get new spawns if you run out of enemies to killl. Once the bar is full, you should leave. Waiting 20 mins for new enemies to spawn won't net you any more gains in terms of influence. Always return to base and hand in after each round.
If its not working like that, raise a ticket with FD possibly.
Quick note too, how do you actually pick your side now? This is the first CZ I've done since they changed the UI and the old faction tab isn't around anymore. I ended up just shooting the Scythe of Panem ships when they showed up to "declare" my side as Bruthanvan.
I kind of wondered if they hadn't changed CGs fundamentally and done away with actually picking a faction directly from the right-side panel.
press 2 for communication panel
then up on the left side is a tab that is high lighted choose it and then choose a side
as for it bugged i have found jumping into low CZ the ships will spawn afterwards
Re: OP though, I actually think the spawning issue might be intentional, I got a message 20 minutes exactly after the correspondents event thing ended, had a wing of 4 Elite-ranked Spec Ops ships and some support ships drop in and noticed a couple things after the spec ops inbound message.
This was my message log right after the spec ops wing showed up, and I notice the combat coordinator mentions a retreat at 0335, which was when the last of the "protect the correspondents" event attempted to pull out (they were promptly vaporized.) The exactly 20 minute difference between the two events also seems to indicate this might be scripted:

Is this like how it is with regular CZs now sometimes, is it just the CG CZs for this event that are like this? I don't recall it ever being more than a massive ongoing battle when I did CZs in the past (probably been more than a year since I did one, I should add)
I remember when I first time tried a CZ long time ago, I didn't know about picking sides, and it didn't give me any bonds for my kills, either (did tag enemies/friends, though).
Relogging and/or re-entering/switching the CZ will eventually spawn in the ships.
(edit: another workaround is switching to solo/pg & back)
(edit 2: spawn tick is flying within 7.5km and can take up to a minute)
And yes one needs to pick a side for the CZ.
It pays to pay attention to patch notes and comms logs.

I have more than 2,000 play hours and have been playing for like 3 or 4 years. I pay attention to patch notes but believe it or not I don't have an encyclopedic knowledge of every single change ever implemented in the history of the game, particularly with mechanics I almost never use. There also don't appear to be any resources where FD actually lists their settings other than (usually vague) patch notes, so I apologize for having to ask here but FD is kind of useless in a few aspects as we all know.
To be quite honest, under the new schema I'm consistently pulling in about 300k in bonds before the CZ goes into "battle won" and I have to fly back to a station and then return (relogging appears to simply generate no ships of any kind after a few attempts, and flying an ls out then turning around ALSO spawns literally no ships of any kind. From a programming perspective, I honestly have no idea how it's even possible to screw the system up that bad unless FD intentionally handicapped the ever loving hell out of CZ settings)
I'm doing this CG and will probably never, EVER do a CZ again. This is literally the single least profitable activity I've ever done in the entire game, I'm fairly sure I'd be making similar income just setting a course to some random system outside the bubble and just honking. I had thought with a fully a-rated and fully engineered corvette that usually never breaks shield it would be worthwhile without repair costs, but 300k every 20-25 minutes (approximate flight time to/from the nearest station + actual combat) is absolute bulls***
As a quick note, after testing 4 relogs (including 1 hard relog closing to desktop, closing launcher, and doing a fresh exe) and then 2 brief flights 1ls out then back to the CZ, literally nothing spawns. I watched an entire hour-long episode of Narcos sitting about 500m from the center of the zone, NOTHING SPAWNED, relogged from PG to Solo, watched another episode, and then flew back to the station. I can stream it and post the YouTube if you really don't think I'm doing all this, because I kind of enjoy CZ combat but "kill 10 ships then return to station" as a mandatory completely defeats the entire purpose and makes it a chore. I really want it to work, but it doesn't.
I don't even know how they managed to do that; the list i made was the go to.
They might wanna fix the CZs. =D
