Chemical manipulators
Took me 2 hours to find these until I read a simple trick.

Simple formula for everyone:

Anarchy / Outbreak -> Convoy Beacon. Destroy Type 9's.

You will have more than enough in 20 minutes. If none drop then go to SC and drop back in. All the ships are back. Since you will be in an Anarchy system there is no bounty and no other ships attack you other than drones and possibly another cargo ship if they are winged up. Each drop contains 3 chemical manipulators.

I may also pirate some of these since there are nice slow fat unescorted T9's sitting around. Most were carrying a lot of cargo of various minerals and such. Might be a nice haul.

I also hate trying to find these sometimes.
I often see them in Combat Aftermath USSes. Using those instead, as I don't like to kill innocent freighters, even if they weren't smart enough to be in an Anarchy system. :)

You can also exchange them for higher grade mats (were it Pharmaceutical Isolators, for the best rate?) - as High Grade USSes are a bit easier to encounter now.

No. I was trying to find these things all night and killed a ton of transports and they never dropped. But a post on the FD forums led me to the convoy beacons.

I started my search after work and found zilch for 2 hours. But after 10 to 20 minutes in the convoy beacon I already had about 15 chemical manipulators from 5 drops.

I believe that if you scan all the ships before you kill them, they can drop rare data (can't remember which type - this is from a video on YouTube).

Alternatives:
1. Go to anarchy systems with Hazardous RES and be a pirate. Can drop from just about any miner vessel (not transport, not pirate), the bigger the higher the chance. Basically shoot at anything the NPC pirates are shooting at.

2. Or drop into USS Encoded Emissions during Boom.

The best metod so far is looking for pharmaceuticals isolators,then trade 3 man. for 1pi,1 uss drop gives you 15pi.For 2 hours you can have 150 manipulators.

My favourite is anarchy tourists systems. Go to the tourist waypoint and shoot tourist ships.

I find that a lot of these guides scattered around over item finds are misinformative.
I recall some of these resources also rely on which Power is dominating that system, as in Federation vs Imperials or alliance. I don't recall what was it but I saw the hint on a forum and it worked like a gem.
I think it was... pharmaceutic manipulators...? The wikia said systems under epidemy, I spent a good while searching for it then I did read something on a forum about it being on Federation controled systems. At which point I found them on almost every USS.
