Each ship has its own purpose, the vulture only really jumps between a station and a res so the fsd isn't an issue. It's only used for combat so the fsd isn't really a priority for engineering.
Vultures have power issues. If its purely a combat build you might want to go with fast boot so you can have it shut down when you deploy hardpoints amd power on quickly when you retract them to free up power for combat. You can still use the deep charge experimental effect and get a little more range but you only need to jump 1 system in a combat ship.
EDIT: sorry the link wasnt there when i posted my answer. Listen, do not fly a vulture with C thrusters, at least if you plan to do cz. A thrusters is like flying another ship.
You can't A rate everything on the vulture, the power plant doesn't allow it.
edit : I take that back,, I think I have 2 A rated boosters and 2 D rated boosters on it.but I do have prismatic sheilds on it tho..
Wait it actually increases the power enough for a full A rating?
I wasn't expecting that much of an increase.
