The old mining method is just firing your mining laser anywhere on the rock. You can fire a prospector limpet at them and targeting that will reveal information about it once the scan is complete.
With the new mining mechanics, this can highlight points of interest you can target but they require other tools to mine.
Mining laser = fire anywhere at rock and stuff drops out.
Abrasion blaster = fire at surface deposits and stuff drops out.
Subsurface missiles = fire at subsurface deposit and...stuff drops out.
Seismic charges = blow rocks apart and get the good stuff.
I don't know if the tutorials have been updated to reflect these new systems.
Edit: should add, when blowing roids, you'll need an abrasion blaster too as the insides will have surface deposits.
try this it might help

Before you try to fire a laser you have to switch HUD to Scanner mode (blue HUD color). Then you will be able to fire a laser, which then spawns material chunk which then you can collect.
I've made a bug report but seems like the bug DB is down..

I noticed the same issue with the tutorial - but - after approaching an asteroid so close that it filled my whole screen, I could finally switch cockpit mode.
