Then, if you have the data on that star system, you can open a local system map (a little icon on the right with a star and orbiting planets), and there you can choose a station, and plot a route to that station.
If you don't have the data on that star system yet, then you can't click on that icon, and can't plot a route directly to a station in that star system.
^ ^ this. No need to plot route in system map - just mark a station or body. You can plot route to another system that you are not currently located.
Umm.. wrong. You can still select stations to land at from the system map even if you are in the system.
I do it sometimes in systems with lots of bodies where scrolling through the list of targets will take longer than opening the system map and selecting the target.
No, any system - those that I have already explored and have data on - will not allow me to click on the plot route icon (it's red) for stations. The issue resolves itself sometimes, I'm not sure what causes it to function again properly.
Yeah I have had this sort of thing happen a number of times when there is a whole area that is filled with permit locked systems and I inadvertently tried to cut across it.
Basically as far as I can tell the nav computer is to dumb to plot around it so it just fails.
I definitely have enough fuel because I can target the station, once I'm in the star system, and fly there.

This can happen in the bubble too, especially if you have a bunch of filters turned on.
And, you cannot plot to a station, unless you are outside of its system. Otherwise, you can only target the station.
I'm afraid you are the one that is wrong. You can target (select), but you cannot plot.

I appreciate the in-depth response, however: I get "Route Unavailable", not "Route Plotting Failed". Also, it affects anywhere I happen to plot to - outside of my current star system - star systems for which I have a permit for (Archenar*?... in the middle of the Empire), star systems I have been to many times before... etc. I can plot to the star system, then I have to target the actual location, but I can't plot to a specific station in a star system - even when I have more than enough fuel.
As I mentioned, it resolves - as far as I can tell - spontaneously. I should probably just open up a support ticket.

Generally that happens in reverse, because of filters. Where you can't plot a route (it fails not just unavailable) to a system because of filters, but you can plot to a body inside of it, because plotting from the system map seems to ignore your galaxy filters.
*I don't know what effect, if any, damaged or repairing stations might have on routing.
