I'm currently collecting them in conflict zones, but you can also get them from RES sites.
If you don't have a capable PVE build, go to High RES sites and kill wanted ships there (the larger the ships you kill, the better), you'll have help from local authority vessels there.
You'll want to carry collector limpet modules + limpets, in order to quickly collect all the juicy mats left in the debris.

Another (less scrupulous) way to get manufactured materials is to go to a system in "Famine" that is also "Anarchy". In this system you will find a POI called "Distribution Center". When you drop into it you will see several NPC Type-9's sitting there handing-out food to small ships that constantly jump in and out of the instance. If you are in an "Anarchy" system, then you can destroy the Type-9's without security responding and without getting a crime level.
The Type-9's will respawn after a bit so you can sit there and grind manufactured materials until you are full. You can also grind encoded data if you bring a wake scanner since ships will be jumping in and out continuously.
I won't guarantee Proprietary Composites, but you'l get enough Manufactured Materials to trade for them at a materials trader.
Bring collection limpets... Type-9's drop a lot of materials.

Keep in mind that smaller ships like cobras, eagles, asps, etc. are likely to only drop common mats...they're a waste of time.
If you want rare and very rate mats, you'll need to kill larger ships (anacondas are specially juicy).
As for killing distribution T9s in famine anarchy systems, I don't think you'll get these specific materials there, but you'll get other equally important ones (ie for FSD engineering)
Just plot a course with boom state as the filter. Each system you pop into, hop into the nav beacon and scan it, then hop back out to super. If they have a high grade emission (in the navigation panel), hit it, if not, move onto the next system on your route.

Even if these don't get you what you want, it will get you tier 5 manufactured materials, which you can then trade for what you want at a material trader.
All you need is a PVE capable ship with collector limpets.
