As Andromalius said, you can manually shut down every module for a similar effect. I don't know if you're using the default keybindings, but what you have to do, is open the modules tab on the right hand panel, collapse the options menu for each module, and uncheck the Active status.
The advantage of this is that if you shut everything down, there'll be no heat buildup to deal with; you will lose heat instead. The disadvantage is that you will have to manually re-enable everything that you shut down.
If you're looking to lower your heat signature, you can also temporarily do this by using heat sink launchers. The effect doesn't last as long, but it is sufficient to break sensor locks depending on your ship size, how close your target is, and the typical emmissions range that its sensors are calibrated for.
And during combat, you can use beam lasers modified with the Thermal Vent effect to remove heat from your ship as long as the beams connect to something.
Additionally, efficiency mods can reduce the thermal load of various modules, and anything that alters power plant efficiency will apply a global thermal load multiplier (the lower the factor, the better).
Last but not least, different ships have different radiator systems and thus can accumulate more or less heat before it becomes a problem. This is a hidden stat and not officially listed in-game, but as a reference, the Federal Corvette and the Diamondback Explorer have the highest total heat capacity (though the thermal load of the Diamondback is inherently lower because of its smaller size modules which produce less heat).
