Look into....
C:\windows\ system32 \driverstore \ filerepository\ tmhid.inf_amd64_713a5a28b2771528 \ x64 folder for tmclass.dll ..... if it´s really missing or just a corrupted file (path).
If you open T.A.R.G.E.T, does it show you a picture of your joystick or nothing ?
Do you have any controllers plugged in also? PS4/XB1 etc. That could be causing issues. Steam game pad does some weird ♥♥♥♥ in certain games also with blocking out a HOTAS.

Do you have in System Devices a Thrustmaster Bus Enumerator ?
Is there an unknown device (Ex. in Other devices) ?
Also, did you tried to change the usb slot ?

MOST likely scenario is steam overlay is conflicting. It's a known issue that's been around for a few years now.
To test if I'm right: Go to the folder where the game is installed. Run the EDLaunch file (DON'T use your steam shortcut). Try to configure your joystick in the game settings. If it works, I'm right, which takes us to the fix...
THE FIX: Right click the game's shortcut in your Steam library and select properties. Disable the steam input option (forced off).
When I first got it I just plugged in the stick and throttle and started using them. Windows sees generic game controllers.
Then I wanted access to the deadzone control of the thrustmaster driver and downloaded it from their site.
Seemed to install normally, but in settings I still saw the generic windows controller interface. Un-installed the driver then chose to run the install program in administrator mode. Now the TM interface shows up for the throttle, but the stick still shows the generic windows interface.
Thrustmaster tech support was pretty useless and even after I sent them a long description of the problem with screenshots, they replied asking for video. Not sure what they want a video of, maybe the unboxing or plugging it into my USB ports.
Anyways, it works well enough the way it is and all of the buttons and axis are seen in all of my games so I sort of gave up on the issue.
When you use the stick with ED or other games, you're probably going to want to program the button assignments yourself so you know what they do, so I'd just choose the generic option and start doing your setup.
One other strange issue that I've had is button 2 muting the sound in windows. This was my secondary fire and sometimes it does it and sometimes not. It only happens in Elite Dangerous and I saw threads on the Frontier forums of others with the same issue so it seems to be a game bug and not a hardware bug. I finally just stopped using that button.
Ya this option is the option that got me running the game with the joystick, but the game itself only sees it as generic joystick and i have to change the bindings. What im getting at is , i thought elite dangerous already had a t16000 profile that would be named as so in the controls. Im still new to joysticks on modern day, and ive gotta say they need to make em a little bit more user friendly in games lol
