You mean an asteroid or rock in a ring? You should have a prospector limpet controller and some limpets to do that. Launch a prospector limpet at a rock then target the limpet. It will show you what the rock contains in the bottom left of your screen.

If you mean rocks on planets, no, you can't, just shoot them and see what pops out. Certain types of rocks have different chances of spawning different rarities of materials.
