You can make them at material traders.
But you can get some at Dav's Hope also

You dont get them but trade other materials for them.

Or you can get them for free at Dav's Hope + other rare materials

You can find plenty of chemical processors at emissions sites in high security systems.

Or, if i may suggest the least boring gameplay option in my opinion (no offense) they spawn as loot in Resource Extraction Sites when bounty hunting. Personally that's how i get all my manufactured (well, that and G5 mission rewards). Decent combat ship required, collector limpets recommended ;)

The easiest and fastest way in early Elite career is Dav's Hope. And you get also other needed materials.
Do a few times the Dav's Hope race run and collect enough materials
