4D shield generator? Why? Is money such an issue? At least slap a 4A on it or get a 5A.
No armour? Your hull will crumple if your weak shields drop. I really hope you are not playing in open.
1D HRP in a size 5 slot? Noooo.... why? What is wrong with making that a size 5?
How many heat sinks? You might need 1, or 2.... but 8? Why no chaff or PDTs?
Fuel scoop? Why? You said bulk missions. Fuel is not going to be an issue. All target systems are going to be in 1 or 2 jumps.
For open, this a deathtrap. For PG/Solo its ok i suppose, but still you are running risks you don't need to take.
Here is my suggested build assuming no engineering and no money constraints:

Cheaper version: https://eddp.co/u/1yNjv51D
Alright, but would this be also a good build for long range "scan" missions? I think a fuel scoop would be nice for that purpose and a big weight saving would be also useful, right?
You can always swap out modules and store them to reconfigure ships as you need to.
If you are doing long range missions, then you don't need all those passenger cabins, so drop some of those, add in the fuel scoop, remove the armour, etc.
1) Remove the docking computer unless you actually need it. The Anaconda isn't that hard to land at stations
2) Since you're only gonna be jumping between 1 system(which I assume is Upsilon Aquarii and LTT 9360), which is 11~LYs, the core internals don't matter. You won't need thrusters since you won't be carrying any cargo(recommend you dump/sell your cargo after you turn in the passengers) so interdictions won't happen. If they do just submit and go back into FSD.
3) Remove the heat sinks. Don't need them
4) Once you get to Allen Hub replace the fuel scoop with more E cabins.
5) If you're doing passenger missions for credits at Allen Hub, you only need E cabins. Replace the business cabins with them
That's all. You have a cargo rack for rewards and a shield generator in case you bump the station or landing pad.
It is the Militäry Slot.
And what you mean with E cabins? They´re all 6E and 5E Economys
Edit: I replaced the Business since the first recommmendation :P
Drop the advanced scanner and docking computer, replace both 4 slots with economy seating and the 2 slot with cargo. It's all youll need max mission reward is 4 items. sell and keep claiming. i net 110-150mil in my 140 seat python. i got rid of my conda because i was only using it for pax runs and the python was much cheaper.
one question in between:
Would you recommend also take illigal passengers with you?
