By default the panel also can be accessed by free-look, it more or less sits in your crotch (between your legs) so simply look forward and then down in the cockpit and it appears.
If not then it's a sign that you do not have Horizons which would be a bug so in that case you'd have to fill out a support ticket.
Thread summed up the same issue I had... I do have Horizons and just bought it yesterday, launched it through steam -with- Horizons, which brought up the Horizons launcher, and was able to start the game from there. Guess I'll fill out a ticket or refund the expansion, pretty disappointing to have something this rudimentary not work.

As I said, it's bound. I know where this is in the keybindings, the panel just doesn't show. For what it's worth, even the customer service rep who answered my ticket doesn't know what's going on but stated that some sort of shift in the way Frontier is handling their sales of the game is also making transitions of accounts to expansion content not work correctly.
At the same time, they weren't even sure of the exact cause yet. Verifying game files did not work for me.
To clarify further, pressing the keybinding does focus the camera down below the central holographic projection of the cockpit as it is supposed to, but the panel simply does not appear. Also tried this with a VR HMD and although the other panels appeared from turning my head to their respective positions, the role switch panel did not.
Like I said, the customer service reps do not know specifically why this is not working properly other than the fact that Frontier is screwing up the transition process between Horizon expansion activation through Steam purchases for Frontier accounts, according to the information so far in the ticket I have filed.

And yet I can do SRV training. The game is not well designed in that area.
