Report a translation problem
Make sure that you do not have some xbox controller or something like that pluged and messing with your game.
Also, is your joystick new ?
You sure it is not a little bit broken?
About the xbox controller, it is just a gamepad, type xbox gamepad on google to see what it is.
Otherwise, someone else may help you, sorry i can not.
did have this myself a couple of days ago, a restart of the game, in worst case a restart of the pc would fix this, make sure you dont touch the joystick during startup.
Check the "Dead Zone" in settings, if you understand what i mean.

Windows has a built in calibration tool that's usually pretty good (tthey haven't actually changed it since win xp days as far as I can tell).
It's quicker to just link you to a guide than explain it myself:

(swap the xbox controller for whatever your joystick shows as).
