I'm not in supercruise. I'm at the nav beacon, with all the ships that drop in there before they move on.
If that doesn't mean local, then I don't know what it would mean.
The mission might now be borked. You can try returning to SC and seeing if he reappears.
It's only when I've already dropped out of supercruise I get a a hail from him. It usually takes a few moments, and looking at the comms at the time, I see his hail a few seconds after I've entered the nav beacon.
This has happened over several logs now, and rentries to the system (I went back to chase more bounties for the community goal and came back a bit later, still the same thing).
I *think* it might be a buffer issue or something. I kept in SC this time, just flying around. Took about 10 minutes before he poked me. I never stayed in SC for that long in that system previously.
Before I just popped into the Nav Beacon directly, and then flew to the closest station (<100ls) so I was never in supercruise for specially long.
When I stayed in supercruise and just flying around aimlessly, it worked.
