I've seen a few but they sure as heck aren't regular! I'd like to see more, I'd also like to see more FDL's like I used to pre 2.1!
Also would be cool if we got stats like many RPG's of enemies killed by type so I could actually go and have a look to supplement my memory!
Hmm.. now you mention it, i don't recall seeing many FdLs recently myself either.

FDLs are almost exclusively pirates(?) Or bounty hunters from observarion
I still rememeber the many many hours I spent early game (1.5 onwards) in RES admiring the FDL's, thinking it was almost a crime to kill them etc, I'd see several per hour back then.
I honestly cant remember the last time I saw one...if they are as Auslander says now mostly pirates or bounty hunters I've taken enough missions that should spawn interdictions and have enough bounties from PP that I'd hope I'd see some!
That's because FDLs aren't combat ships (nor noted as in the the ship description - as that says it's literally a rich man's bounty hunter ship). More often then not, if you see one in a CZ, it followed you and is a bounty hunter after your b00ty
As instances are set, according to ship value - and generate ships to match the value of the ship that dropped in first - things like Suicide Sidewinders, are not going to spawn you all these FDL spaws you think you deserve to have.
Combat Zones, are no exception, Low Intensity and High Intensity, are not as much CZs measured by the Ammount of Ships, but are MORE so determined by the value, and class of your ship.
If you are a small ship, you usually want to go to a Low Intensity - Large ships will spawn, in accordance to your size, and value - IE: a Viper mk. IV with a value of roughly 13 million (fully combat specced with biweaves and fixed guns) will spawn a Cutter or Corvette, roughly every 15 minutes or so, in a Low Intensity.
In Contrast - Larger ships, with higher Values, should be going to High Intensity CZs - in Low Intensities - the CZ treats the large ship like a REALLY expensive tiny one - so you end up with a LOT of tiny ships that spawn -
Another IE for Example - a fully specced Corvette with a value of 990 million credits - spawns corvettes or cutters, every new wave of NPCs - they are stupidly common - if you are flying in CZs correctly.
Small Ships, and Certain Mediums - Lows - to manage spawns, and not get yourself "rail and plasma'd to death"
[Certain] Medium and [ALL] Large Ships - Highs - to manage spawns, and not get yourself swarmed by tiny gremlins
Res sites, work in much the same way, but - since it isnt a CZ - they won't just keep doing combat, you'll have to be patient, as Res also factors in time, for spawning in new ships.
I personally can attest that FDLs spawn, with the same frequency as Anacondas (IE: pretty much, almost all the time) In HAZ res - given you are a ship of appropriate Credit Value.
(Was helping a friend try to get his Allioth Permit yesterday - in the Haz in Alcor - setting the spawns in my Gunship - 190 mil in value - had constant FDL and Anaconda Spawns - Maybe it has to do with those Lightweight alloyed, poor FAS or Prismatic Conda Builds - ;) - Cuz what is an implication - not assumption?)
Point being, you set spawns correctly in accordance to your ship value - you'll always find the ships you are "looking" for - IDK, could just be the awesomeness of Long Range G5 - A rated sensors, also coming in handy to spot, everything...*Shrugs*
I'll be lucky if I find 2 cutters/corvetes an hour in a CZ...but I'm sure someone will be along shortly to write a text wall about how I'm doing it wrong....oh wait....^^^
They exist. As Belial said, if your ship value and rank is appropriate, you'll see them spawn in a high intensity CZ with a federal faction almost regularly

I think those are exclusively cz related for now - since technically military ships
A federation minor, that fights an independant faction for war - will spawn assassinations at elite rank, that offer Corvette targets - as defector missions -
in addition, if you fight agains the Federal power - you will spot them against you
[flipside if you fight for them]
Two Federals Fighting against each other, will spawn vettes on both sides of the attending minor factions - provided you are A: in a CZ appropriate to your ship's value / and B: are not isolated like 20 kilomters from the centre - like a lot of disillusionment stems from.
It works the same EXACT way for, Imperial Ships - Imps V. Imps, or Imps V. Independants, or even Imps V. Feds.
If the War that is taking place, has Fed or Imperal Minors on one side or the other, and you are spawning CZs in accordance to your ship value, and not running D sensors, while sitting 20 k, outside the CZ - you are bound to see them, either on your side, or against you.
